Generally, 50 goods a couple ages higher beats 68 of a lower age if you are a negotiator because I believe it's only the current and prior ages goods that are utilized if I recall correctly (I don't negotiate all that often). If you only care about score and number of goods produced, then the Star Gazer would seem to be better than the RFP.
This only works if you can do enough quests of course while the RFP only requires you to collect each day. The Chateau (with more work admittedly) can outproduce the RFP and it produces current age goods via the quests. The RFP only makes 34 goods (assuming you aren't beyond ME of course then it produces double that but many of the other GBs have their goods that they produced double as well) at level 10 according to the sites I've checked that breakdown the benefits.
